Who does God favor

1. Those who are in covenant with him.

Genesis 12

Now the Lord had said unto Abram, Get thee out of thy country, and from thy kindred, and from thy father’s house, unto a land that I will shew thee: And I will make of thee a great nation, and I will bless thee, and make thy name great; and thou shalt be a blessing: And I will bless them that bless thee, and curse him that curseth thee: and in thee shall all families of the earth be blessed.
2. The righteous
“The eyes of the Lord are over the righteous, and his ears are open unto their prayers: but the face of the Lord is against them that do evil” (1 Peter 3:12
3. Those who are merciful and speak the truth.

Proverbs 3:3-4.

Let not mercy and truth forsake thee: bind them about thy neck; write them upon the table of thine heart: So shalt thou find favour and good understanding in the sight of God and man.

4. The repenting sinner seeking salvation of the lord.

Favor in the form of mercy and grace.

Jeremiah 26:19Did Hezekiah king of Judah and all Judah put him at all to death? did he not fear the Lord, and besought the Lord, and the Lord Repented him of the evil which he had pronounced against them? Thus might we procure great evil against our souls.
